How can I make my 'best friend' either date me or stop kissing me/letting me kiss her?

I think what she wants is a sexual relationship. Don't get me wrong, it's obvious she cares about you and dare I say, loves you. But she probably just wants to keep it simple right now and when she gets over her phase of "not having time" to date someone, she'll go for you.
