What is the source of the white man's obsession with everyone else's penis?

It seems like white men are always trying hard to downplay the stereotype of black men having the largest penis and constantly playing up the stereotype that asian men have the smallest penis. No one else cares so much about other men's penis except for white men writers, commentators, and comedians. Why the obsession?
